This, he says, will push the latter to look for alternative, extra-curricular sources of income and affect the quality of teaching in a bad way. The government considers it appropriate and possible to increase "purse" so far only by 1.33 times, combining the increase in salary with the date of entry into force of the new model of remuneration of state employees – October 1, 2003. Let us recall that in relation to teachers, the model puts forward three criteria on which the amount of the teacher’s salary will depend. This is, first of all, the type of institution (there are 15 of them, from nurseries to the university), length of service (5 age groups) and the position held. Fortunately, such a classification of pedagogical salaries does not cause any fundamental objections. But here is perhaps the most serious of the widely voiced arguments against the new concept these days: the principle of budgetary federalism in relation to education, they say, is unacceptable in our "home" conditions where nine-tenths (according to stricter data – just less than half) of the regions require constant subsidies from Moscow. They say that the proposed innovations are almost guaranteed to doom the majority of teachers to an even more miserable existence. Let’s figure it out. It is quite obvious that targeted transfers and subventions from the center, as they did, will continue to do so for those who need them most. "fire addresses"… Only now not to the municipal, but directly to the regional treasury, that’s the whole difference. That is, the document does not change anything for the worse, and it is not difficult to notice if you look at things with an open mind. But for the better? Let’s note one of the first advantages of the project, which is often forgotten in the heat of debate: the alleged "divorce" state employees by industry gives the state an opportunity to simply take a breath. In other words, pay your employees with more flexibility, providing emergency assistance to the most depressed areas. And one by one. Instead of further straining to pull the entire cumbersome load of the Unified Tariff Schedule at once across all industries. Finally, according to the darkest-minded experts, the new "scale of prices" abolishes the existing guaranteed norms, almost automatically replacing teachers on starvation rations of the minimum wage – 450 rubles a month. The fact is that, in principle, the well-calculated provisions of the new concept will indeed be not fixed or minimal for the regions, but only recommendatory. That’s why in the heat "sectoral" anger, some critics reproach the project for being excessively liberal. Now, as they say, the timeliness and size of payments to teachers will depend only on the decency and breadth of mind of specific governors. Those who disagree with this "freeman" experts insist on a coordinated and transparent revision of the minimum wages for teachers of various categories. However, the search for a compromise solution is already underway within the framework of a special interdepartmental commission formed recently under the Government of the Russian Federation with the participation of leading politicians, specialists, representatives of trade unions and employers’ associations. The question remains: should the document, which has found itself in the center of discussions, define educators, and only them, as an independent category of public sector employees? In favor of just this way of solving the old "monetary" problems are expressed by many politicians and experts. Finding an answer won’t take long. Let’s say a citizen comes to the dentist himself, while he is brought to the teacher. Economic rationale: at least half or more of a teacher’s monthly income is paid for lessons – all other supplements and compensations pale against the background of the teacher’s main source of income.
